Tomoyuki Miyaguchi

MIYAGUCHI has approximately 20 years of public finance experience that ranges from project finance to corporate finance implementation primarily in energy sector.
MIYAGUCHI is currently Director for Energy Transformation Strategy of Japan Bank for International Cooperation (JBIC), where he is responsible for global value chain development of hydrogen and its derivatives as well as individual finance transactions for new fuel sources.
Prior to this role, from 2016 to 2017, MIYAGUCHI led project finance transactions for power projects as Deputy Director for Project Finance for power sector in Asia. From 2022 to 2025, he worked as Chief Representative at JBIC’s Bangkok Representative Office, engaging in decarbonization efforts and supporting Japanese companies operating in Thailand and the surrounding region.
In addition to his experience in the power sector, MIYAGUCHI has held roles in natural resource finance and in shipping and aviation finance. He also served as deputy director at the Cabinet Secretariat, where he formulated infrastructure system export policies and collaborated with various ministries to promote overseas expansion strategies for Japanese companies in power and transportation infrastructure. MIYAGUCHI has extensive knowledge of project finance and policy-based public finance in the energy sector.
MIYAGUCHI holds Bachelor of Economics from The University of Tokyo.
